POC implementation

It basically needs two well-formed sm.xml config files, each with its own storage configuration. Given JIDs (on command line) are copied from one DB to the other

This version is more a proof of concept than a clean implementation: -It does not check validity of config files -It may crash randomly -I disabled nad_parse cache in storage_db, as there is no router connection active

(There are others storages using nad_parse, not tested)
